QUALIFYING HEAT RACE AND RACE PROCEDURE

The qualifying procedure will be as follows: A random qualifying draw will determine the competitor’s practice group and inspection group (inclusive). There will be a minimum of four (4) groups. Each competitor will practice in their group.

Competitor’s fastest lap in final practice on February 18 will determine starting positions for the four (4) 25 lap/25 minute qualifying heat races on February 18.

“Protected” drivers will be evenly distributed into the four (4) qualifying heat races based on their fastest final practice lap time in relationship to all drivers.

Non-“Protected” drivers will be evenly distributed into the four (4) qualifying heat races based on their fastest final practice lap time in relationship to all drivers.

Once a team enters the track during final practice with their qualifying heat race/race tires on their car, that car cannot return to the garage unless permission is given by the Series Director.

Once the four (4) qualifying heat race fields are determined, starting lineups within each of the four (4) qualifying heat races are determined by the fastest final practice, regardless of their “Protected” or Non-“Protected” status.

The car posting the fastest overall final practice time will start in the first starting position in the first qualifying heat race.

The car posting the second fastest overall final practice time will start in the first starting position in the second qualifying heat race. The car posting the third fastest overall final practice time will start in the first starting position in the third qualifying heat race. The car posting the fourth fastest overall final practice time will start in the first starting position in the fourth qualifying heat race. This procedure will continue until all starting positions have been assigned.

At the conclusion of the final NASCAR Whelen All-American Series practice all cars must proceed to the NASCAR designated inspection area. All cars will be impounded. Any car that does not go directly to the inspection area may have their practice time disallowed and may be assessed a penalty. NASCAR reserves the right to inspect any competitor’s car at any time during this event.

NASCAR reserves the right to have more than one car engage in qualifying runs at the same time. Starting field for the UNOH BATTLE AT THE BEACH is limited to 34 starters including “Protected” drivers.

“Protected” drivers for the 2013 UNOH BATTLE AT THE BEACH are the top ten drivers in the 2012 final NASCAR Whelen All-American Series National Championship Points Standings: 1) Lee Pulliam. 2) Keith Rocco. 3) C.E. Falk, III. 4) Nate Monteith. 5) Ryan Preece. 6) Ted Christopher. 7) Duane Howard. 8) Deac McCaskill. 9) Adam Royle. 10) Tim Brown. Also with “Protected” status are the three (3) International NASCAR Series Champions: 11) 2012 NASCAR Canadian Tire Series presented by Mobil 1 Champion DJ Kennington. 12) 2012 NASCAR Mexico Toyota Series Champion Jorge Goeters. 13) 2012 Euro-Racecar NASCAR Touring Series Champion Ander Vilarino.

The three (3) International NASCAR Series Champions can only apply his/her protected status to one of the three (3), UNOH Battle at the Beach races. Declaration of which race the driver will apply his/her protected status must be made when executing this entry and by the entry deadline. The International NASCAR Series Champion driver(s) would only have a protected spot in the 150 lap NASCAR Whelen All-American Series UNOH Battle at the Beach if they elect to apply their protected spot to compete in this event.

All cars must compete in qualifying heat race events, but only if said events are run, to be eligible for the 150 lap race on February 18.

Drivers with protected starting positions must legitimately compete in their assigned qualifying heat races. If for some reason a driver is unable to legitimately compete in or complete his/her qualifying heat race, there must be a legitimate mechanical problem or other reason for failing to participate or to legitimately complete the qualifying heat race, to NASCAR’s satisfaction, unless the driver is so otherwise excused in advance by NASCAR. Drivers with protected starting positions who fail to legitimately compete in or complete their assigned qualifying heat race, except as noted above, will forfeit their protected starting spot in the feature race. NASCAR in its sole discretion will determine if a legitimate attempt was made to compete in the assigned qualifying heat race.

After each qualifying heat race(s) all cars will proceed immediately to the impound area. Only minor adjustments and/orr epairs will be permitted following qualifying heat race(s). NASCAR Officials must oversee and authorize any and all work being done to the cars during this time period. Any unauthorized work or repairs may result in a penalty. Any car that does not go directly to the inspection area may be assessed a penalty.

Feature event, 150 laps.

This event will be run under the current 2013 race procedure rules as set forth in the 2013 NASCAR Whelen All-American Series Rule Book.

STARTING POSITION PROCEDURE

The following will be the procedure for determining eligibility for and assigning of starting positions for the UNOH BATTLE AT THE BEACH. To be eligible for these positions the driver must possess a valid 2013 NASCAR license and must have filed an entry for this event.

The starting field for this event will be established as follows: Starting Positions 1st thru 28th will be determined by the highest finishers in each of the four (4) qualifying heat races and those who have “Protected” status. Qualifying heat race winners will participate in a random draw to determine which car is awarded the pole position and starting positions 2nd thru

4th. The remaining starting positions 5th thru 28th will be assigned by the finishing order in the qualifying heat races alternating between each of the four races beginning with the first race, then the second, then the third and then the fourth (2nd place finisher in the first race will be assigned the 5th starting position, 2nd place finisher in the second race will be assigned the 6th starting position, 2nd place finisher in the third race will be assigned the 7th starting position, 2nd place finisher in the fourth race will be assigned the 8th starting position, continuing this procedure until all 28 starting positions have been assigned).

Starting Positions 29th thru 34th have been established for those who did not qualify for positions 1st thru 28th. The 25 lap/25 minute last chance race will be conducted to fill any remaining unfilled positions for the UNOH BATTLE AT THE BEACH. Positions 29th thru 34th will be filled by the top six (6) finishing drivers in the 25 lap/ 25 minute last chance race electing to transfer.

The decision of what constitutes an official qualifying attempt or official practice attempt shall be at the discretion of the NASCAR Official in charge of the event.

In the event that qualifying as stated on this entry blank does not take place (EIRI) for any unforeseen circumstance, the field will be set by top drivers in the final 2012 NASCAR Whelen All-American Series National Championship Points Standings. If any unfilled positions 1st thru 34th still remain, they will be assigned according to qualifying draw procedures.

In the event there should be one or more drivers with the same number of points, the ties will be broken as set forth in section 17-4-B (1) in the 2013 NASCAR Whelen All-American Series Rule Book.

NOTE: The Promoter and NASCAR reserve the right to make necessary changes in the schedule due to unforeseen circumstances such as, but not limited to, weather.

GOODYEAR TIRE ALLOTMENT FOR THE UNOH BATTLE AT THE BEACH

The Goodyear 2902 will be the only tire used at this event. All new tires must be purchased at this event. The maximum new tire allotment available for this event is as follows: Eight (8) tires for practice, four (4) tires for qualifying and to begin the race(s) for a total of twelve (12) tires. Cars electing to transfer from the qualifying heat races or the last chance race must use the same tires to begin the 150 lap race. Cars that compete in the last chance race must use the tires that they competed with during the qualifying races. *A team representative must designate qualifying and race tires to NASCAR Officials at the designated time. All tires must remain in the tire impound area until released to the teams by NASCAR. Used tires from previous NASCAR Whelen All-American events may be used for practice sessions only, as long as the tires are of the same codes supplied by Goodyear for use at Daytona International Speedway.

Emergency change tires for flats/bent wheels, etc. must be practice tires purchased at this event. ALL TIRES PURCHASED AT THIS EVENT WILL BE SCANNED AND RECORDED AND MUST BE USED ONLY ON THE CAR FOR WHICH THEY WERE PURCHASED.

SPECIAL RULES:

ELIGIBILITY REQUIREMENTS

This event will be run in accordance with the applicable NASCAR rules as presented in the 2013 NASCAR Whelen All-American Series Rule Book, Late Model Stock Car Division, Mid-West/West Coast Late Model Division, the provisions of this Official Entry Blank, any special rules applicable to the event, and any amendments thereto. In the event of any conflict between the Rule Book, the Official Entry Blank and the special rules, the NASCAR Series Director will determine the interpretation and application of the conflicting rules and the decision will be final. Due to the different rule packages, adjustments may be necessary to achieve fairness in competition.

DRIVER ELIGIBILITY: Driver eligibility is restricted to drivers who hold a current valid 2013 NASCAR Whelen All-American Series (Division 1) Feature Division (or above) license that has not been suspended or revoked and who are approved to compete on this type of racetrack in the NASCAR Whelen All-American Series. NASCAR, in its sole discretion, may review the qualifications or performance of a driver at any time and modify or revoke prior approval. Drivers who NASCAR considers, in its sole discretion, to be current or past regular drivers in one or more of NASCAR’s three (3) National Series (NASCAR Sprint Cup Series, NASCAR Nationwide Series, NASCAR Camping World Truck Series) are not eligible to compete as drivers in this event, but may participate as car owners and/or crew members. Drivers who are regular current or past NASCAR Whelen All-American Series drivers and who have also sporadically competed in one or more of NASCAR’s three (3) National Series in the past, or who are currently in the process of transitioning from the Developmental Series to one or more of NASCAR’s three (3) National Series may be allowed to compete as drivers in this event, but will be reviewed on a case-by-case basis by NASCAR.

ONLY COMPETITORS WHO ARE ENTERED FOR THE EVENT, PASS INSPECTION AND POSSESS A CURRENT,UNRESTRICTED 2013 NASCAR FEATURE DIVISION LEARNER’S PERMIT OR NASCAR FEATURE DIVISION LICENSE OR ABOVE WILL BE ELIGIBLE. ANY NASCAR ISSUED FINES MUST BE PAID. PHOTO IDENTIFICATION WILL BE REQUIRED AT REGISTRATION.

All drivers and race cars MUST display following logos as described below:

(a) The NASCAR Logo: the 2013 NASCAR logo to be displayed on the uppermost and outer left sleeve of the driver’s uniforms and driver’s suit as specified by NASCAR, and on the race car, as directed by NASCAR.

(b) The NASCAR Whelen All-American Series Logo: the 2013 NASCAR Whelen All-American Series logo having minimum dimensions of 1.75”x3.50” to be displayed on the uppermost right-hand or left-hand chest of the driver’s uniforms and driver’s suit as specified by NASCAR, and the NASCAR Whelen All-American Series decal to be displayed on the race car as directed by NASCAR.

(c) The Official Tire Supplier, as designated by NASCAR, Logo: the Official Tire Supplier logo having minimum dimensions of

1”x4”, to be displayed on the top half front-facing torso or on the uniform’s shoulder epaulets on all driver’s uniforms and driver’s suit and the Official Tire Supplier logo having minimum dimensions of 1”x15” as supplied by Official Tire Supplier, to be displayed on each front fender of the racing car as directed by NASCAR.

(d) The Official Fuel Supplier Logo: the Official Fuel Supplier logo having minimum dimensions of 3.18”x3.50”, to be displayed on the upper chest or outer sleeve above the elbow of the driver’s uniforms and driver’s suit, and an Official Fuel

Supplier decal(s) to be displayed on each side of the front bumper of the race car adjacent to the front wheel well, and on all fuel filler cans of every such team as directed.

NOTE: For practice, qualifying races and the race, all competitors must display all contingency decals on the car as specified by NASCAR.

Private race car practice, test runs or ‘open practice’ will not be permitted at the Short Track at Daytona International Speedway preceding the first day of official practice for this event at this facility.

All cars must be inspected, pass inspection and receive a competition sticker before they will be permitted to engage in practice or qualifying heat races. Cars that have not been checked in for inspection during the inspection period will not be permitted to compete. (EIRI).

Extensive pre-race inspections will be performed on all engines, including but not limited to, cubic inches (P&G) and compression (Whistler) before being allowed to compete.

To achieve fairness in competition, any cylinder head used on the open/built engines in this event other than the part/casting numbers listed below may be assessed a weight penalty.

Chevrolet (current design), part number 10134392, casting number 14011034, and part number/casting number 12480034 cast iron cylinder heads with a 23 degree valve angle.

Dodge-Mopar W2 (current design), part number P5249769, casting numbers 4532693 or 5249769, closed chamber with an 18 degree valve angle cast iron cylinder head.

Ford, part number M-6049-N351, cast iron cylinder heads with a 10 degree valve angle.

All cylinder heads for this event must be OEM production. No aftermarket cylinder heads permitted.

All engines will be subject to complete disassembly during post-race inspection including cars chosen at random.

Penalties for non-compliance of the Rule Book and/or Specifications for all engines may consist of confiscation of parts and/or complete engines, and/or disqualification from the event, and/or fines and/or suspension.

A maximum rear gear ratio for cars may be determined at the first official practice and will be communicated to the competitors. This gear rule will be tentative and subject to change.

Transponders are required for this event and will be provided by NASCAR. The transponder must be mounted on the right rear frame rail or right side of the fuel cell container, 14 feet 2 inches rearward of the leading edge of the front of the car tomthe front edge of the transponder bracket, mounted vertically with the stud to the top. The transponder must be mounted and in the proper location before the car is allowed to practice. ALL OTHER TRANSPONDERS MUST BE REMOVED.

NOTE: The transponders being used for this event will require the new mounting bracket and may be purchased at the parts hauler.

Each Team must have a spotter during practice, qualifying races, last chance race and the 150 lap feature. All spotters must scan the NASCAR frequency and are required to have radio contact with the driver at all times. All spotters must be able to communicate with the NASCAR spotter official. It is recommended that the pit crew also have a radio scanner to monitor the NASCAR frequency.

The frequency being used will be made available at the NASCAR Trailer.

All teams must provide NASCAR with their radio frequencies for use throughout the event.

NASCAR National Series annual credentials (hardcards) and 10-day crew licenses will not be accepted for this event.

NASCAR may, in its sole discretion, refuse to permit, or it may restrict or assign the size or placement of decals, identification, and advertising of any kind on a car for any reason. Decals, advertising slogans, paint schemes and other graphic designs and text on the car that have not been previously approved by NASCAR must not be used unless and until they have been submitted by the crew chief to NASCAR Headquarters and approved by NASCAR prior to the event.

All cars, parts and/or equipment will not be considered as having been approved by reason of having passed through inspection at any time or any number of times unobserved or undetected.

All cars are subject to the physical control of NASCAR from the time they enter the garage area until after they are officially released by NASCAR. NASCAR, however, is not responsible for any loss or damage to any car.

NOTE: All engine fluids, lubricants, solvents and fuels must be disposed of in a proper manner in accordance with track rules and procedures and all other applicable federal, state and local laws and regulations.

NOTE: For practice, qualifying races and the race, all competitors must use Sunoco 260 GTX Unleaded Racing Fuel exactly as supplied by Sunoco, display a Sunoco patch on his/her driving suit on the upper chest or outer sleeve above the elbow, display a Sunoco decal on the car as specified by NASCAR as well as display the Sunoco trade name on the fuel filler can(s) used during competition.

Fuel must be used exactly as supplied by Sunoco’s dispensing equipment at the track. Per Section 20F-16.6 of the 2013 NASCAR Whelen All-American Series Rule Book, each team must furnish their own approved fuel filler can(s). The fuel filler can must be METAL, ventilated, and equipped with a flexible filler nozzle.

No one under 14 years of age will be allowed in the restricted pit area.

CAR NUMBERS: Any duplicate car numbers will be assigned to the highest finisher in the final 2012 NASCAR Whelen All- American Series National Championship point standings. If the National Championship points do not apply then the highest qualifier will retain original number. All ties will be broken as set forth in section 17-4-B (1) in the 2013 NASCAR WhelenmAll-American Series Rule Book. Only single and double digit car numbers will be permitted, NASCAR Officials reserve the right to make necessary number changes in practice, the qualifying races, last chance race and in the 150 lap feature.

ENTRY REGULATIONS

$75 inspection fee for all cars payable during registration at the track.

Any competitor who files an entry postmarked after February 4, 2013 will be eligible to receive prize money, provided entry is accepted by NASCAR, but must pay $150 late inspection fee. Entries MUST be submitted by MAIL or other NASCAR recognized courier, electronically or via the Official NASCAR Member website (www.NASCARMembers.com). No entries accepted by telephone. NASCAR is under no obligation to accept this entry. This entry will not be accepted unless approved by NASCAR.
